Symptoms

1.  Oracle Internet Directory (OID) was upgraded from version 11.1.1.6 to version 11.1.1.7.   

2.  Creating users in OID using the orcladmin user fail.

3. Error in ODSM:  "[LDAP: error code 53 - Unwilling To Perform] "

4. Error from OID logs:

BEGIN
 ConnID:<CONN ID> mesgID:3 OpID:2 OpName:add ConnIP:<IP> ConnDN:cn=<USERNAME>,cn=users,dc=us,dc=<COMPANY>,dc=com
[gsldaa_AddEntry]ORA-6550 while adding entry uid=<USERNAME>,cn=Users,dc=us,dc=<COMPANY>,dc=com". = ORA-06550: line 1, column 13: PLS-00302: component '<COMPONENT>' must be declared ORA-06550: line 1, column 7:

5. Patch Set Assistant (PSA)  shows the following error's and additional similar errors throughout the log:
