Oam11g : Error During Oamlogin - No Event Factory Provider Configured For :Check_authn_scheme (Doc ID 1547490.1)

Symptoms

User  access /oamconsole protected by external 11g webgate. But fails with error   - System error. Please re-try your action. If you continue to get this error, please contact the Administrator. This error is shown when redirected to OAM login page.

Example  http://<OAM_SERVER_NAME>:<OAM_PORT>/oam/server/obrareq.cgi?encquery=<TOKEN>

OAM Diagnostic logs have below  errors -
