SOA 11g: User Messaging Service - Addresses being Placed into "invalid Email List" (Doc ID 1547627.1)

Goal

Some external email addresses do not get email notification sent from the User Messaging Service within the SOA domain.

 - Where is the invalid address list and how do we remove these addresses?
 - Why are these addresses being placed in it? We verified that these email addresses are valid.
