SDP Connection From Application Server hosted on Exalogic To an Exadata System Does Not Respond

Applies to:Oracle Exalogic Elastic Cloud Software - Version 22.214.171.124.0 and later
Exalogic/Weblogic connected to Exadata through the InfiniBand network over SDP, as explained in the Oracle Documentation : Configuring SDP InfiniBand Listener for Exalogic Connections.
This working for years without any issues. Intermittently SDP listeners stopped accepting requests. Restarting the listeners no help.
In the ExaData systems /var/log/message file it can be seen:
