Can't Administer OIF Settings

When you try to connect to the OIF admin settings through the EM Console, you get the error "Configuration settings are unavailable because /Farm_oim_domain/oim_domain/wls_oif2/OIF( is down."

You have two OIF servers in the domain, and both return the same error. You have restarted the domain admin server, the application servers and the nodes. Nothing helps.

However, federation itself works fine - you can get to all the sites configured for federation.
