OAM11g : Authentication Fails Using External Custom Login Page After Upgrading to OAM11gR1PS2

After successfully upgrading OID from 184.108.40.206 to 220.127.116.11 and OAM from 18.104.22.168 to 22.214.171.124. After restarting all servers login to protected application, the end user gets redirect correctly to the Custom Login page, but then hits the OAM Login page error message:
please contact the Administrator.
This happens after successfully upgrading OID from 126.96.36.199 to 188.8.131.52 and OAM from 184.108.40.206 to 220.127.116.11.
