Oracle GlassFish Server: WS-AT doesn't work if client and service are on same the server (co-located) (Doc ID 1549990.1)

Symptoms

 Co-location of client and service on same server is broken for WS-AT. If a Web Service client invokes a WS-AT transaction on a Web Service located within the same GlassFish server instance then the following exception is thrown in the server log:
