Not Able To Unlock Users Registered Using OAAM APIs (Doc ID 1552146.1)

Symptoms

You are successfully able to use In Proc APIs to register users in OAAM.  However, users created using this API cannot be unlocked from the OAAM Console. On further investigation, we see that VCRYPT_USERS.USER_ID is NOT equal to VT_USER.LOCAL_USER_ID.
