Can Not Connect To OEG With Policy Studio After Deploying A Bad Policy

Symptoms

Using 11.1.1.6.1 version of OEG Policy Studio.
After a new Policy was deployed to the Gateway it is not possible to connect to OEG.  An error similar to the following appears in the logs:
