Can Not Set Border Width When Inserting Insert Table in RTE Editor (Doc ID 1553161.1)

Symptoms

The RTE (WISIWIG) editor doesn't allow to define table border width when inserting a table

Example of way to reproduce the issue:

1. Create New blog -In RTE insert a table


2.  The table properties displays


 -> The Cell Properties Displayed doesn't have an option to set  the border width

Note: The same can be reproduced with WIKI pages or When editing HTML document displayed by Content Presenter.
