Symptoms

Calling a web service WSDL (http://<hostname>:<port>/soa-infra/...?wsdl) results in the following error message:

Agent cannot enforce policies due to either failure in retrieving polices or error in validations, detail= "WSM-06102 The policy reference URI
  "oracle/wss10_saml20_token_with_message_header_integrity_basic256_client_policy" is not valid.
