FMW11g インストール後 Error 1053 で Windows サービスからの opmn.exe の起動に失敗する

現象
この Note は、Windows 上の Oracle HTTP Server や Oracle Internet Directory などの OPMN 管理のシステムコンポーネントを含む環境が対象になります。
インストール後、以下のコマンドで OPMN および OPMN 管理のすべてのコンポーネントを起動することができます:
>opmnctl startall
しかしながら、Windows サービスより起動を試行した場合、サービスは OPMN の起動に失敗します。次のメッセージダイアログが表示され、即座に失敗します:
Could not start the Oracle Process Manager (ohs1) service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion.
上記メッセージ内の ohs1 はインスタンス名になります。
新しい Windows サービスを作成しても、opmnctl -S を実行する場合、同様のエラーが発生します。
