IBR 11gをサービス起動あるいはNodemanagerから起動した場合、PDF変換に失敗する

現象
Inbound refinary 11gがWindows 2008サーバーにインストールした場合、Inbound Refinaryの管理対象サーバをサービスとして起動することも、Nodemanagerから起動することも可能です。
上記のいずれかの方法で起動した場合、Microsoft Officeを利用したPDF変換に失敗します。
Inbound refinaryのトレース出力には、下記のエラーが出力されます。
04.14 12:48:23.044 Job_37_producm81 dConvMessage = Step MSOfficeToPostscript forced conversion failure by conversion engine because of error: Unable to convert. Native application reported: 'Object variable or With block variable not set.'
