Symptoms
Enable mod_perl for Fusion Middleware OHS per Section 4.4.3 Configuring the mod_perl Module from Oracle Fusion Middleware Administrator's Guide for Oracle HTTP Server 11g Release 1 (11.1.1). After enabling, the OHS crashes on startup.
Nothing is written to the ORACLE_INSTANCE/diagnostics/logs/OHS/component_name/component_name.log or console~OHS~1.log
However, the problem is reported in the Windows Application event_log
