Allow Mapviewer Layer On Top Of OBIEE Layer In A Mapview (Doc ID 1559194.1)

Symptoms

Customer has a map based on Hospital Referral Regions (HRR) such that each HRR region gets coloured appropriately based on a specific metric. We want to be able to see STATE Outlines (STATE Boundaries) on top of the colouring without making the HRR regions a transparent layer.

Even if the layers are ordered to display the Mapviewer layer last, the OBIEE layer will be displayed on top.

What should have happened?

Be able to layer Mapviewer Layer on top of OBIEE layer

What actually did happen?

OBIEE layer is always on top of Mapviewer theme layer
