Error When Trying To Log On To Oracle Business Publisher due to ADAOSystemException: Maximum number of available licences reached (Doc ID 1559912.1)

Symptoms

On : 11.1.1.1.0 version, Business Process Publisher integrated with Microsoft Active Direcotry

When attempting to login into Publisher with a new Active Directory (AD) user, the following error occurs.

ERROR

Invalid username or password


In the Publisher log files the following stack trace is logged:
