OID 11g - The 'Replication' Tab In Enterprise Manager Is Greyed Out

Symptoms
After patching OID 11g, and this has also been seen with new installs of 11.1.1.7.0, you may see a situation where in Enterprise Manager (EM);
Identity and Access->oid1 -> Oracle Internet Directory->Administration->Shared Properties
The 'Replication' tab is greyed out as shown in this screenshot.
This makes it impossible to manage the Replication of this OID node.
