Multi Data Sources Not Recovering From Database Outage (Doc ID 1560511.1)

Symptoms

When the Oracle RAC database is taken down, the associated XA Multi Data Sources (MDS) stay in "Running" mode but are of course unusable, Non-XA data sources go into "Suspended" state. When the database is restarted, the XA Data Sources remain unusable, but the non-XA data sources recover without issue and return to "Running" mode.
