Session Time Out Does Not Expire the HTTP Session

When running an application and allowing the session to expire, the following warning is displayed:
This page will expire unless a response is received within 2 minutes. Press OK to prevent expiration. OK
Following this message is:
"The page has expired, click OK to continue".
After pressing OK, the user is expected to be presented with the login screen to enter their credentials again before the user can continue working in the application.
However, the user can continue working as a logged in user with logging in. This is not correct behaviour.
When the application is run again (second attempt) and allowed to expire, the behaviour is correct.
i.e. the user is prompted to login after session expiry and once they have entered their credentials, the user can continue working in the application.
This issue is happening intermittently and the problem occurs the first time the application is run.
