DISCOVERER Upgrade From 10g to 11g Fails With "UPGCMP-00046 Component DISCOVERER Is Not Present In App_registry" Although DISCOVERER Is Present in APP_REGISTRY

When attempting to upgrade an Oracle Discoverer environment from 10g ( to 11g on running the Upgrade Assistant ($ORACLE_HOME/bin/ua , %ORACLE_HOME%\bin\ua.bat) the following error occurs and the upgrade can not be performed:


The problem persists even after having implemented the solution given in <note 1296381.1>


The Database and Discoverer have been cloned from the current 10g production environment following the Test to Production procedure.
