After Restart, Special Characters are Not Showing in ESB Control for Imported DVMs OR Importing ISO88591 encoded DVM throws Error: "Encoding 'ISO88591' is not currently supported.. Please see the DT Server log for details." (Doc ID 1561627.1)

Symptoms

In the ESB Control console, after importing a DVM file with UTF-8 encoding, special characters show as expected. 

After restarting, the special characters are no longer shown when you examine the DVM in the ESB Control console.

 

If you change the encoding tag in the DVM from UTF-8 to ISO88591 - a popup appears when you attempt to import the DVM in the ESB Control console.
