Weblogic Admin User Not Permitted to Boot the Server or Log In to the Admin Console (Doc ID 1561821.1)

Symptoms

A message "The username or password has been refused by WebLogic Server. Please try again." is received when trying to access the WebLogic admin console and Enterprise Manager with the admin (weblogic) user. This happens on the BI domain AdminServer in this case, but can happen on any other domain too.

The BI admin server was shut down and the boot.properties file was reset in an attempt to solve the issue. This didn't seem to affect anything.

The admin server cannot be started and running startWebLogic.sh command gives the error:

The "weblogic" user was enabled on the external LDAP. But, adding the "weblogic" user to LDAP Administrators group did not solve the issue.
