Building a Collection Throws JavaScript Error on Sites 11gR1 BP1 (Doc ID 1562798.1)

Symptoms

Building a Collection asset causes a JavaScript error with WebCenter Sites 11.1.1.6.1. In some situations this results in a loading screen that doesn't disappear. This happens after clicking the link "Build Collection" in the Contributor UI.

The JavaScript error states (in IE):

Message: 'activeDoc' is null or not an object
