Setting Default Values on Hidden Parent DCL Field Doesn't Work (Doc ID 1563056.1)

Symptoms

On : 11.1.1.6.0 version, Content Server

ACTUAL BEHAVIOR
---------------
Using a schema rule to set a default value on a DependentChoiceList (dcl) field works. However once the parent field is hidden, the child field does not display the correct values. it never finishes loading.

EXPECTED BEHAVIOR
-----------------------
It is expected that when using a schema rule to set a default value on a dcl field to hidden, the child field should complete loading and display the values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Dependent Choice fields along with their associated tables, views, relationships and application fields
2. Verify that the DCL's populate properly
3. Create a rule to give the parent field a default value, and hide it from view
4. Publish Schema
5. Parent field contains default value and is hidden, but child fields never stop loading or populate
