When using Capture to Commit Arabic Characters to Imaging, Error "Invalid byte 2 of 2-byte UTF-8 sequence" Occurs and the Characters Show up as "?" (Doc ID 1563341.1)

Symptoms

When attempting to commit Arabic characters to Imaging from WebCenter Capture, the following error is encountered:

Error: 40008

The following error occurred while attempting to commit the batch:
{Commit Profile - Commit Text File: The following error was reported by ReleaseDocument. Error Number: 2007 Error Description: Failed to parse document data from xml. Exception: com.sun.org.apache.xerces.internal.impl.io.MalformedByteSequenceException: Invalid byte 2 of 2-byte UTF-8 sequence..]

If committing from the WebCenter Distributed Capture client, the document may commit to Imaging, but the Arabic characters show up as "?" characters in Imaging.
