HTML Comment in JSF Templates is Partially Incorrectly Encoded (HTML special characters)

You have migrated a JSF Web Application module from Websphere to Weblogic. There is an issue when having comments with special characters in a xhtml template (for example, a conditional comment for Internet Explorer). The special characters are partially replaced by an html encoded eqivalent (for example &lt; instead of <).
The application works, but the partial comment of the <head> element is shown in the browser (Internet Explorer 9 on Windows 7).
Summary: With the implementation of JSF, when the xhtml is implemented with the conditional comments, the commented html tags is seen in .xhtml page as shown below:
