[Java SE] Pop-up Noting "Revocation Information for the Security Certificate Is Missing" When Installing Java on Windows

Symptoms
When attempting to install Java, a pop-up may show with the following message: "Revocation Information for the security certificate for this site is not available. Do you want to proceed?"

The issue can be reproduced with the following steps:
1. Have a slow or non-existent network connection
2. Attempt to install the latest update to Java SE 6 or 7
BUSINESS IMPACT

The pop-up might disrupt automated or lights out Java installation and require manual intervention from the system administrator.
