"Cannot read configuration from store" error when distributing a plugin in 11.1.2.1.0 version, upgraded from 11.1.2.0.0

Symptoms
On an OAM 11gR2PS1 instance (11.1.2.1.0), upgraded from 11.1.2.0.0 to 11.1.2.1.0 by applying R2 PS1 patch-set, when trying to Distributing a sample plugin (available at http://www.oracle.com/technetwork/indexes/samplecode/id-mgmt-1884959.html), which was previously successfully imported, the OAM Console returns following error:
<< Cannot read configuration from store >>
and plugin is not distributed.
Steps to Distribute a plugin are:
1. Open to OAM Console
2. Browse to "System Configuration" > "Plugins"
3. From the list of displayed plugins, select the sample Plugin which was just imported
4. Click on "Distribute Selected" button, to distribute the plugin
