Symptoms
After upgrading from a previous 11g release to 11.1.1.7.x (PS6), 11.1.1.8.x or 11.1.1.9 you discover that the Outside In HTML Converter version remained the same as it was in the previous release. The Features section of the Configuration Information page however shows that the new OutsideIn 8.4.0.2 version is being used. If you open the html file that DynamicConverter generated, for example, the meta http-equiv tags are different when you compare a new install of the WCC versus one that was an upgrade of a previous version.
