Symptoms
One of the pages in a custom WebCenter Portal application is generating an error message when viewed in a browser:

The user said that they created a background image in an element, didn't like it so removed it, and now this error message always appears.
A template is being used, but it cannot be removed, as it is also being used by other pages.
