SOA 11g: Unable to view an XSLT using Design View in JDeveloper (Doc ID 1566837.1)

In a SOA project, it is not possible to view an XSLT using Design View in JDeveloper.

After opening the .xsl file, only the Source and History tabs are available. The Design tab is not available.
