Stop and Start of a Deployment Does not Work and Returns Error 503 If WORK-MANAGER Is Set In weblogic.xml (Doc ID 1567606.1)

An EAR application using a work manager in the weblogic.xml is deployed to Weblogic 10.3.x.

This application is stopped from the Admin Console (Home -> Summary of Deployments page and stopping the application) with the option "Force Shutdown Now," and then started again from the Admin Console clicking option "Start servicing request." The log file shows the operation is successful with a message like:

Stopping and starting the EAR many times does not resolve the problem. The user needs to restart the managed server (or all the nodes in the cluster if exists) to get the application working again.
