WLS/WTC - Tuxedo 9.1 Sends French Chars to OSB Which Results in Question Marks

Symptoms
Tuxedo 9.1 is sending a request with French chars as data. OSB 11.1.1.6 is receiving this request using WLS10.3.6 WTC.
The French chars like: á, é, ú get changed to question marks. Customer has set the -file.encoding, the -Dweblogic.wtc.encoding and the OSB proxy encoding to UTF-8.
