Importing a TIF / JPEG Image on Windows Vista does not Create or Append to a Batch in Capture

When attempting to import a TIF image in the WebCenter Distributed Capture client 10.1351 (with Cumulative Patch 4 - 14538424) on a Windows Vista machine, the batch does not get created. The WebCenter Distributed Capture server configuration is set for the "Client Batches Folder" setting of "Batches available to all workstation users". This results in the path on Vista being:
This user can create / modify / delete a text file in this directory without problem. This user can even review a batch scanned by the local "Administrator" user. It appears as though the user can update the batch, but when closing out of the batch, the following error is returned:
