Template cannot be approved but there are no dependants (Doc ID 1568865.1)

Symptoms

When trying to publish a template asset the following error message is showed "Approved, but approval for publish to SystemTestDelivery was based upon versions of the dependent assets that no longer exist".
The Template asset is stuck in held assets and it is not possible to publish it. There are no visible anywhere dependants that need approval.
