OAM 11g: New Policies and Changes Not Being Implemented by OAM, Existing Policies Continue to Work (Doc ID 1568866.1)

Symptoms

Oracle Access Manager 11.1.2 has been installed and was working fine. OAM Console was accessible and OAM SSO was working.

However now when OAM policy changes are made or new policies / resources are created, OAM is not acting on these changes.

For example, a resource /public.html is added to the application domain Resources as Excluded but OAM continues to redirect the user for SSO login when /public.html is accessed.
