OAM 11g Slow Performance For All Operations (Doc ID 1568996.1)

Symptoms

OAM 11g is taking an excessive amount of time to complete authorizations and authentications (multiple seconds for a single authorization/resource access).  

A review of the webgate logs shows operations accessing protected resources take multiple seconds to receive a response from the server.

The OAM Access Tester operating locally on the OAM managed server, takes several seconds for a validation (with no authorization/authentication).
