Managed Server Fails with " Authentication Denied" (Doc ID 1569080.1)

After migrating a WebLogic managed server from one physical machine to another, the managed server failed to start with the following errors:

However, the password is correct. Customer attempted replacing the encrypted password in the file with a clear-text password, but this didn't help.
