The "Publish On-Demand Queue" Link Missing In Publish Console (Doc ID 1569359.1)

Symptoms

The "Publish On-Demand Queue" link is missing in the publish console for the SomePublishDestination destination.

Attempt to access the Advance UI -> Admin Tab -> Publishing -> Destinations -> SomePublishDestination destination results in:

"A publishing session is already running for this destination..." error

 and futuretense.txt log shows:

[ERROR][jp-0.0.0.0-8009-7][fatwire.logging.cs.xcelerate] [pagename=OpenMarket/Xcelerate/Actions/ShowPublishableAssetsFront] Error: com.openmarket.xcelerate.commands.PubTargetManagerDispatcher: CanEdit: com.openmarket.basic.interfaces.AssetException: Publish to target with id <pubid> is running.
