SQL Developer Menu in German does not Show 'View > Reports' Entry ('Ansicht > Berichte') (Doc ID 1570867.1)

Symptoms

SQL Developer 4.0.0.12.27 (Early Adopter 1)
When running SQL Developer in English, you can choose from the menu: View > Reports
But when running in German, you cannot choose the equivalent from the menu: Ansicht > Berichte
This was not a problem in 3.2.20.09.87.
Running in German is done when having a German machine or by setting "AddVMOption -Duser.language=de",
