Siebel 8.2.2.3 in OpenUI Mode Does Not Open Managed Attachments When Attachments Tab is Selected (Doc ID 1571067.1)

Symptoms

 When using the Siebel Adapter for WebCenter Content in Siebel version 8.2.2.3, there is an issue with OpenUI mode. The "Attachments" tab should open the Managed Attachments window in an IFrame, but instead the standard Attachments interface is loaded. The Symbolic URL for WebCenter Content is ignored when the attachments tab is clicked.
