CANNOT ADD FAILURE PATH TO EXTRACT PATH PARAMETERS FILTER (Doc ID 1572313.1)

Symptoms

The "Extract Path Parameters" filter can not have a "failure path" added to it. 

To reproduce:

1. Open policy studio
2. Create a new OAG policy
3. Add the extract path parameters filter
4. Fill in the required attributes of the filter
5. Then, back in the policy, try to add a Failure Path from the Extract Path Parameters filter to any other filter

Result:
On mouse over, the mouse pointer turns to a not allowed pointer style and you cannot add the path. You can only add a success path.

Expected results:
You should be allowed to add both: a failure and success path to the Extract Path Parameters filter.
