WCC 11.1.1.7 Domain Configuration Error says "Test JDBC Component Schema" (Doc ID 1572644.1)

Symptoms

Installing the Content Server 11.1.1.7

We have Installed Schema for WCC Manually(without RCU) with following the documentation from oracle support ID 1453900.1
We have Installed Web Logic Server 10.3.6 and web center content 11.1.1.7 using GUI Method.

Running the Weblogic Domain Configuration Wizard:

A. Create a new Weblogic Domain > Next >
B. Check the Options:
   Basic WebLogic Server domain - 10.3.6.0
   Oracle Universal Content Management - Inbound Refinery - 11.1.1.0[Oracle_ECM1]
   Oracle Universal Content Management - Content Server - 11.1.1.0[Oracle_ECM1]
   Oracle Enterprise Manager - 11.1.1.0[oracle_common]
   Oracle JRF - 11.1.1.0[oracle_common]

C. Name and Location
   Domain Name: UCM_server
   /Middleware/user_projects/domains
   /Middleware/user_projects/applications
D. Admin User Name Password:
   Name: weblogic
   Password: password
E. Production Mode > Choose JDK
F. JDBC Component Schema
   Vendor: Oracle
   Driver: Oracle Driver (thin) for Service connections; Vrei0on 9.0.1 and higher.
   Schema Owner: DEV_OCS
   Schema Password: password
   DBMS/Service: orcl
   HostName: localhost
   Port: 1521

G. For the "Test JDBC Component Schema" it fails with the error: Error: ORA-00942: table or view does not exist
