First Message In A Store-And-Forward For A Specific Endpoint Is Lost on WebLogic (Doc ID 1572785.1)

Symptoms

The very first message for a specific remote endpoint stored in a Store-And-Forward never makes it to the Remote Endpoint queue if the remote destination is restarted. For example: if there are 4 Store-and-Forwards configured, one for each managed server in the cluster. All the SAFs show the same problem, resulting in 4 messages getting lost.
