Desktop Integration Suite (DIS): Checkout-And-Open Fails on Content Items made Available Offline

When users use the option within Desktop Integration Suite, Windows Explorer Integration to make a content item available offline, the user will see an error if the user attempts to use Checkout-and-open from the WebCenter Content Server Web Interface (browser) on the same machine to access the same content item. The result is Checkout-and-open fails to open the content item.
On enabling Application Integration Logging from Desktop Integration Suite client, the following trace is captured which shows the root cause of issue:
