Symptoms
Customer encountered DSCC and dsconf issues with the following environment.
WLS Version: 10.3.6.
JVM : JDK(HotSpot)1.6.0_51
issue 1:

DSCC shows server status as follows and unable to manage this instance even after doing 'Enable Access'.
Inaccessible (to enable access click on the server and then on ‘Enable Access’)
issue2:

dsconf fails with the following exception.
example:
# ./dsconf get-server-prop -p <PORT> <instance-path>
Unable to bind securely on "<localhost>:<PORT>".
"<localhost>:<PORT>" and "dsconf" could not negotiate the desired level of security.
Details: java.lang.RuntimeException: Could not parse key values
The "get-server-prop" operation failed on "<localhost>:<PORT>".
