SOA 11g: BPEL Process Failure after Abrupt Server Shutdown / Restart, 'ORABPEL-02178'

After an abrupt shutdown / restart of the managed server, unable to get the BPEL process back online and seeing the following error:
Redeployment of the composite resolves the issue until the next abrupt shutdown / restart.
