Customer needs to add the following meta tag as the first line in the tag of the page generated by a template:

They have these lines in the head tag of their page template.

But when the page is generated, I see the following:
<meta content="text/html; charset=utf-8" http-equiv="Content-Type" /> <script language="JavaScript">
  var _U = "undefined";
  var g_HttpRelativeWebRoot = "/web/";
  var SSContributor = false;
  var SSForceContributor = false;
  var SSHideContributorUI = false;
  var ssUrlPrefix   = "/";
  var g_navNode_Path = new Array();
      g_navNode_Path[0] = '2000';
      g_navNode_Path[1] = '2090';
      g_navNode_Path[2] = '2231';
      g_navNode_Path[3] = '3734';
  var g_ssSourceNodeId = "3734";
  var g_ssSourceSiteId = "";
  var g_strLanguageId = "en";

<script type="text/javascript" src="/web/resources/wcm/sitestudio/wcm.toggle.js">
<script type="text/javascript" src="/web/resources/sitestudio/ssajax/ssajax.js">

  <meta http-equiv="x-ua-compatible" content="IE=9">
  <script id="ssInfo" type="text/xml" warning="DO NOT MODIFY!">

The auto generated code is preventing the meta tag to be first in the head tag. How can this be resolved?
