Preventing Meta Tag From Being Pushed Down. (Doc ID 1574068.1)

Goal

Customer needs to add the following meta tag as the first line in the tag of the page generated by a template:


They have these lines in the head tag of their page template.

 


But when the page is generated, I see the following:

The auto generated code is preventing the meta tag to be first in the head tag. How can this be resolved?
