Checkbox Fields on Portlet Page are not Posted Back on IE 9.0

Symptoms
In a JSR 286 Portlet consumed by WebCenter Portal page, checkbox fields on portlet page are not submitted in IE 9.0 and IE 10.0. The same works fine in IE 8.0, Chrome, and Firefox.
Changes
Snippet of doView() rendered html:
At the web page, enable multiple checkboxes and submit form.
When using IE 9.0, it prints out:
sse03[]=null <<- request.getParameterValues("sse03") does return a null.
When IE 8.0 & Google Chrome , it prints out:
sse03[]=3 <<-- the number of enabled checkbox
