Oracle Traffic Director (OTD) Failover Doesn't Occur If The Trafficd Process Is Killed On The Active Node (Doc ID 1576776.1)

Symptoms

If the trafficd processes on the active node is killed, the passive node does not bring up the failover IP address. In fact, the IP address stays on the active server, and therefore all requests fail.  One would expect the passive node to detect failure of the active node and take over, but this does not happen.
